To all those who say the gov ernment has no place regulating the way a man uses his land, we say: Look at Lake Lanier. Here is an example of the mess a community can get itself in through lack of planning - and that's all regulation is, planning together as a commu nity for everyone's well-being. There was little planning on the lake and now the S.C. Department of Health and Environmental Control has given boathouse owners who do not have proper waste disposal systems two years to correct the situation. For many, there will be no easy answer and their invest ment in lake property will be jeopardized. A British Broadcasting Corp. (BBC) film crew was in Tryon Tuesday filming the story of Eunice Waymon's childhood, along with Eunice Waymon herself. Gives Lake Residents Deadline For Waste Disposal Attention owners of boat- houses on Lake Lanier: If you have no approved wastewater disposal system the clock is ticking. In a July 10 letter to the Lake Lanier Civic Association, the S.C. Department of Health and Environmental Control (DHEC) announced deadlines for installing approved waste water disposal systems. The letter was presented Monday night to the Tryon Town Council, which owns the Greenville County lake as the town's drinking water source and regulates development over the water through its lake access ordinance. In the letter, district environ mental health director J. Michael Parrott stated that DHEC will require all "grey water" discharges into the lake to be eliminated by Sept. 1, 1993. "Grey water" refers to dish water and bath water. Panott told a reporter Tues day that many boathouse sinks now drain directly into Lake Lanier. After Sept. 1, 1993, owners whose sinks drain into the lake could face fines of up to $200 per day, Panott said. Human wastewater is termed "black water." Parrott said holding tanks are the preferred disposal system for those with out septic systems, but these (Continued On Back Page) WEDNESDAY, AUGUST 14,1991 Gary Laughter New Police Chief Named In Landrum A former member of the Spartanburg County Sheriffs SWAT team has been named chief of the Landrum Police Department. Gary Laughter, 35, was appointed chief Monday night by the Landrum Town Council. He is a native of Landrum, and a graduate of Landrum High School. He attended Gardner Webb College one year, and Carson Newman College in Tennessee two years, playing football and baseball in both school programs. He now lives outside Inman. Laughter worked for the Spartanburg County Sheriffs office for ten years, prior to (Continued On Back Page) 28 Pages Today 20C Per 1 ops Feagan Questions Allocation of Special Funds Without Board Input An additional $160,624 allo cated to Polk County Schools will be used to offset cuts made by the stale, and provide and art program for Saluda School. However, school board mem ber Phillip Feagan questioned the designation of the special funds allocated to small school systems without board input. "It seems to me there should have been a special meeting so that the board could decide how to use the funds," Feagan said at Monday's August school board meeting. The timing of both the state school spending cuts imposed by the North Carolina Legisla ture in July and the allocation of the special funds did not offer an opportunity for board approval, explained Supt. James F. Causby. The additional $160,624 was designated based on what the board of education approved in the original budget, he added. The supplemental funding has been broken down into: $29,524 for two teacher assistant positions; $71,678 for 2.5 teacher positions; $5,400 for an art program at Saluda School and $54,022 for instructional supplies and materials.
